So, this has been an ongoing problem for quite sometime. Not just on MCM, but other marketplaces too. All users who have resources has experienced this problem at one time or another, and its extremely frustrating.

The issue:
I have users, who will purchase a resource, get access to the download, then simply chargeback for "unauthorized" transaction, while using a foreign cc. Most of the time I win these, however, for the few I have lost, I get charged a 20$ paypal fee plus the original amount charged back. This isnt all. After I post a resource update, the same user can come along, re-purchase the resource, re-chargeback, and re-win. This will nail me with yet another 20$ fee plus the amount charged. This needs to stop. I know there's another thread like this on spigot as its an even larger issue there. Apologies in advanced for mentioning them, but it needed to be said. I would like to stop this cruel trend before it gets larger on MCM. Developers like myself do not deserve to be played with, and lose so much money over something they put so many hours and so much effort into.

Scam reports:
Now, I'm sure you're thinking "Well Pablo, why not create a scam report?".
There's no way to prove if the user did in-fact "download" your product. There could be a slim chance the buyer purchased the item on accident, and charged back without downloading. (At least this is the excuse they can use).

The solution:
I think we need to implement a system that simply blocks the user from rebuying the same resource after they have charged back. This can be done automatically and is very easy. A simple addition to MCM's IPN listener will add this capability quite easily (along with actually disallowing the purchase of the resource in the addon). Lyphiard.

This is the main reason why I don't personally make resources, I don't have the money to pay a $20 charge back fee everytime.

If this gets fixed it will really help out people with making recourses, making it busier and easier for other people, if not, I guess that I will never use the recourse section.

Its a shame that something so easily fixable is stopping you from showing the community your creations. I really do hope this suggestion is approved.

I don't think chargebacks on resources should be tolerated. It should automatically suspend you and ask for proof that the resource was fake. If it was a fraudulent charge-back, they should get a ban

I think there should be a feature where before buying the resource, a box will pop up with the Users desired TOS and the buyer would have to type out "I agree to this TOS" then it will save in a log somewhere where you can see it has their MCM Email, TOS & Agreement, and their MCM Name. To secure it, even more, MCM should add a feature where in order to buy a resource they have to use the same E-Mail for the PayPal they are paying with and MCM Associated E-Mail. They are only allowed to switch their MCM E-Mail every 30 days.

Thoughts?

Well yeah, obviously :p but it would just help secure a chargeback win for the seller if it does occur.

A TOS wont stop an unauthorized chargebacks period. Its practically claiming "They didnt purchase the item, someone else did through hacking."

If someone charges back on your resource and fails to provide a valid reason, open a scam report. They can claim that they didn't download it all they want, but if they purchased it then that's too bad. Instead of charging back they should have contacted the seller and attempted to work it out.

If this becomes the standard policy of MCM on resource chargebacks, it solves the same problem as blocking chargebacks (which would put the buyer at a disadvantage since resources can be updated without addditional approval)

I hate to add nothing, but Pablo, you did ask for my thoughts.
It's exactly as Ivain said. If someone charges back on you, and doesn't even contact you first, file a scam report and either stop the claim and save yourself the money, or get them banned.
The only reason they should be able to do the same thing again is if they close the claim and you keep the money they paid you; because if they didn't, they'd be banned.
So blocking multiple chargebacks doesn't need to be a thing.
In fact, it shouldn't be a thing.
Who knows who else this person is doing that to besides yourself.
Save other members of the forum from the same injustice they've treated you. Open a scam report. Get them banned as they deserve to be.
It doesn't matter if they downloaded it or not.
Though I have asked Lyphiard to consider adding a feature for keeping track of downloads if he gets a spare moment.

Seriously, why on Earth does PayPal penalize the seller for the buyer not keeping their account secure? Makes no sense to me.

Today I noticed https://selly.gg/ has a number of fraud protection features, such as country/IP logging, being able to block known scammer IPs and emails, 'risk level detection', and blocking VPN/proxy IPs.
All of this should greatly reduce the number of chargebacks you get, so if you find that MC-Market's resource system does not cater to your needs, all I can suggest is to use Selly.gg to sell your resource(s), and MC-Market to actually market it.

I agree with the fact that chargebacks are a huge issue. The only easy fix is to do transactions in crypto-currencies, though that is not an easy fix as many do not want to have to buy Ether or bitcoin every time they want to buy something. Jack has something to say for the risk detection. Though those can easily make errors and restrict buyers.

The thing with cryptocurrencies is the same thing as with blocking chargebacks or enforcing F&F. It puts the buyer at a greater disadvantage than the seller is currently.

If you feel that a user has scammed you, submit a scam report and M6 will decide whether it's valid to chargeback or not. The only two possible outcomes to this are that the person scammed you or they didn't, there's no in-between where we'd need to ban people from buying resources.
