Bounty head/player plugin - Can resell

Would you be able to do this plugin?
Faction plugin addon 1.7-1.8, can be re-sold if made for lower price
Name: Bounty List
1. /bounty add (name) (price) - adds amount listed to name given
2. /bounty list - see pages 20-50 of 10 people each, most highest bounties to lowest
3. /bounty list (name) - check how much money that person has on their head
How it works/doesn't work: 1. You can only claim someones bounty by killing them within a set warzone
2. You can not claim someones bounty in the wild, traps/derps, or inside/outside of bases/houses or claimed land
3. Only place you can claim a bounty is inside a warzone (claimed by admins/owners of server)
4. No staff-including owners can bypass this in game when active
5. Bounties will be reset once person with the bounty on their head gets killed in a warzone, last person to hit them before death then gets the $
6. Bounties will be announced in public chat if above 50,000 (50k) of payment is added
7. You will have a 5min cooldown of adding a bounty to anyone (but will be able to configurate this in files)
8. Server resets (wipe of everything) will wipe bounties (optional, also configuratable)
