If you want active members then you can't guarantee 150+ joins for 8$. That's honestly the truth and if anyone tells you otherwise then I can guarantee the members will stop talking after the first few days. Most of the current advertisements (on MCM) are based on giveaway servers meaning the people joining your server are either there for one of two reasons;
A. They were forced to join in order to participate in the giveaway.
B. Are hoping you'll be making giveaways.

If I were you I'd focus a little bit less on the amount and more on the activity. Would try to find a server that replicates or is close to your demographic that way once users join they feel more welcomed as it's a habitat they are familiar with. Nonetheless, I wish you the best of luck bud
