Japan is a very niche market and any hosts you find there will charge at least $200-250/mo for the specs you listed.
You will only find this for around $250-$300+ per month in Japan/South Korea. I'd recommend targeting a different location for your playerbase, you might find North American or European dedi's in that price range. Good luck though!

Bandwidth in Asia is very expensive, especially in Japan. As mentioned by others you will have to spend north of $300-$400/month to get a server with those specifications. I would strongly consider a provider in Los Angeles with an Asia optimized network for the best bang for your buck.
