In all likelihood, you won't be able to get a developer to sign an NDA without them having any idea what they're working on up front. They'll need to decide whether the project is for them before they sign an NDA.

You'll also have significant difficulty enforcing it unless you obtain the full credentials of that developer and they live in the same country as you.
