CSGO Surf server setup

Hey, looking for a csgo surf server setup. Just so me and a couple of friends can play surf after school and chill but we have no idea what we're doing xD

- Intermediate Tick setting (85 sounds good tbh)
- 3 to 5 Different Maps
- Admin Panel (ban, kick, etc.) and user panel (goto different checkpoints, change knife etc.)
- Auto welcomer
- Custom description on csgo server browser
- custom tags on server browser also
- auto announcer
- an anti swear plugin / addon (if that's a thing)

- 3 ranks (Guest, Friend, Admin) (admin has access to admin panel)

and the chat format to look like this {Rank} {Username}: {text}

and for it to change maps like every hour or so with the ability to vote at the end of the time peroid

how much would this cost for someone to make?
