Custom 1.12.2 Spigot fork for Survival server

Looking for a custom paper spigot fork for a decently sized SMP server that runs on 1.12.2 mainly focusing on multiple optimizations, I've got a list of things that need to be done.

Needs to have advanced features, only looking for people who have a lot of experience
with multi threading and other similar things. Ill need source and it needs to be exclusive to me, i have no intent to sell it after, it also needs to slightly maintained for a while, (eg. bug fixes)

Budget is flexible.

Just to get it out of the way:
- No service teams
- Only people with a lot of experience
- Must have a good portfolio and/or be reputable
- Not interested in pre-made spigots, needs to be custom

I didn't say that. I have cloned PaperSpigot myself and made a couple tweaks to it, but it wasn't anything special and I didn't want to dedicate myself to a project like that at the time, so I never released it or made a big deal of it.
