Custom NPC Plugin *Willing To Pay*

I need a plugin that allows me to create custom NPCs that certain players may see or not see visible or be able to react with after they do certain actions. I need this for an RPG MMO based server. If you do not understand what I am talking about, Hypixel Skyblock and Wynncraft have a plugin that works like this. NPCs are visible after set actions and can then disappear after another action. I also need these NPCs to be able to fully move and have players be able to interact with them, so if a player clicked the NPC it would run a command that would possibly make it "say something". If you still need help understanding, this video (Posted Below) might help. Also, I need a plugin that could make it so that different players experience the same thing with the NPCs, but with blocks, as seen in the video posted below. Where one player might be able to walk through a passage, but for another player, the same exact spot is blocked. Must be version 1.14.4 compatible. My discord is HyperBeast#1049
