Custom seed drops

I'm looking for a plugin that allows to get different items when harvesting wheat. For example, when you harvest the wheat you can get a few different items; melon seeds, nether warts, pumpkin seeds, cactus, sugarcane, potato's, and carrot's. One the options from harvesting can not be wheat itself though... Also another addition I would like is to prevent seeds from dropping when you break grass (the foliage, not the block).

I did a few searches and couldn't find anything. If you know any plugin could you link me? If there isn't any plugin like this then we talk further about development.
