Are you referring to tor? If so, there's already been lots of raids done on them. Not as much as any normal person would like, but it's something. the silk road, home to an expansive illegal market was closed down a while ago, as well as continuous busting of sites with illegal and depraved material, but the illegal market is expansive. When one site shuts down, another one rises up. You can't catch all the fish, so authorities tend to focus on the big fish. This is if you're referring to the several web browsers that allow people to access more hidden content.

I do know that a lot of the shit on the deep web is a scam.
ex: a lot of the drugs are shit, weapons never come, etc
I do not know this first hand I have not and will not go on the deep web unless I need to.

While partly true, there is more to it than you think. Already, websites like SilkRoad have been taken down. With the right education I think a lot can be done to go against the websites. But, I haven't done much research so I wouldn't say im anywhere close to an expert or anything haha.
