Dev for hire for ObsidianNetworkMC.net, simple plugins

I am looking for a simple developer who can make us some plugins for cheap. They don't need to be too complex either.

1. Item Frame Shop Plugin, very simple
2. Anti-cheat, anti-swear, anti-advertise, admin menu/panel, and chat control all-in-one GUI
3. A custom hub plugin that could make our single server act even more like a bungeecord server(maybe chat rooms and per-world chatting, and a staff chat that goes across all servers?)
4. Any other plugins we would need.

What we would give the dev:
1. Free dev rank on our server w/ op.
2. Testing any plugins on our server/option 3 is preffered
3. We can open up a temporary server so a dev can test how easy it is to use a plugin and have continual support
4. A small sum of money, don't have a lot of bargaining room
5. Continual response and communication
6. Any support or ideas the dev would need, we would provide

ChatControlGUI: Get a Chat Control plugin, and then setup a custom Skript that opens a chest GUI, and has blocks that run the commands to enable and disable chat.

I don't understand why small servers want to spend an extra hundred dollars getting custom plugins, when what they are asking for exists for (mostly) free. I understand servers with big playerbases, as they have the money to waste. But newcoming servers, you need to be worried about hosting, donations, and forums, not custom plugins.

Custom Anticheats alone can be 100$ and up. If you want all this custom made you better have a budget bigger than Hypixel's (I am joking, but you still need hella $ for this)

I'd imagine any right-in-the-mind developer would expect quite a bit more compensation though.
