Enchantment Leveller (Revamp)

I have a plugin made a year ago that I would like a few tweaks to.
Right now the plugin levels up all enchantments on a held item if the user goes /level in exchange for levels. All enchantments on an item are capped at 10.

The changes I would like to the plugin are:
- configurable level cap for each enchantment (from 1 - 30000 or whatever the max is)
- 1.13 and 1.14 enchantment comparability (right now the plugin is for 1.12, and want it to work on 1.12, but I want it to be able to work on 1.13 and 1.14 servers in the future)
- the /level command to work on enchantment books
