Factions/Skyblock Server

Hello all,
I am rather new to MC-Market, however I did come here with high intentions.
I am looking for a well made server to take off your hands for anywhere between $30-$50.
Unfortunately I am on a budget right now and have a max of $50.
I will re-manage the server, keep players up to date with future updates, IP Change and requirements.
All I ask is that the server is fully functional, has a good eco system and it has a working permissions system with Groupmanager, PEX or what ever else you choose.
If possible 1.9 compatible, but for now 1.8.9 is the minimum.
If a hub is available I would much appreciate it to have 1-2 extra portals as I plan to add more mini-games.
Please provide some sort of ownership verification etc... Buycraft Stats, Owner Rank in Game.

I am interested, it doesn't need a host however I need to see the server first.
I don't mind if you use Hamachi or if you Port Forward it.
If you can't do either of these, please make a detailed video on features, visuals and plugins.
