They'll have a giant stack of servers, and the client pays for a certain max limit of absorbing power (say, 10 GB/s), and if it goes above that they let the rest go through.
So it's possible the max limit was lowered, so a strong DDoS attack can get through it.

Problem solved, assuming the claims that "DDoS" is actually taking down the site are legit (which I'm suspicious of, to be honest - I feel like it's some configuration [human] error that the sysadmins aren't experienced enough to spot, but whatever).
