Good internet speed, but bad download speed.

Well, steam is not the issue to me, the issue itself is the DOWNLOAD, like said mega, youtube, Netflix none of those show the capabilities of using a 25MBps average speed internet.
And my maximum speed in this issue is only a maximum of 8mbps, but I've managed to get 25mbps full-on steam, even epic games 3mbps, and everywhere else.

I don't have any programs open when I test stuff, not even a single device connections.

I have tried that and it didn't work, despite the sites I had working again are now gone again.

Hm that's odd, I know I had an issue very similar to yours a few ago, perhaps also trying different browsers to access imgur? Maybe try resetting winsock? doing netsh winsock reset in cmd prompt

I will try that, however, all of the sudden steam gave me my old speed of 3mps or 23MBps which was stable for a few mins but then went back to ~300Kbps or under 4MBps.[DOUBLEPOST=1577909144][/DOUBLEPOST]

My iPhone also does not load Imgur but can load other sites.

To my knowledge I don't think so that would be one case, I'm still confused to the point the same came up after I did the DNS stuff.[DOUBLEPOST=1577910195][/DOUBLEPOST]I've turned down every single device, let my PC use 100% of the internet the results have not changed.
Did the same with my phone, the results have not changed but it did manage to get 800kb at avg but that is still not the speed avg I'm paying for.

check your router settings and the attainable rate and actual rate

DNS flushing also slowed my wifi down heavily and caused connection issues. They all went away after a restart and 2-3 days of waiting.

well none of that happens to me? I have restarted several times, even reset it but no difference.

It didn't fix it immediately after I restarted; as I said, it took a few days.

Well my last restart was 1 week ago, and a reset was 2 weeks ago still no difference.

Specifically for steam, going to task manager and clicking details for the non-web helper one and setting the priority from normal to high or real-time bumped by download speed from 2mb per second to ~115mb per seconds. I have gigabit internet. Setting the download location in steam's settings and doing it in the morning (and when less devices are connected) helps download speeds as well.
