GTA Cops and wanted level plugin needed

Hello all,

We are developing a GTA minecraft amsterdam server (play.mcamsterdam.net) and we need a plugin for Cops and a wanted level system:

This is a plugin we need: https://dev.bukkit.org/projects/grand-theft-minecart

Unfortunately, its outdated.

INFO AND REQUIREMENTS:


Features

• NPCS as law enforcement.
• NPCS don't burn during the day.
• Law Enforcement can open/close wooden doors.
• Mobs are only hostile when your on 1+ ✪
• Be able to change players wanted level.
• Wanted level in boss bar or actionbar
• CrackShot support
• Spigot 1.12 support

Plugins that we use and can be used for support:
- Crackshotplus
- Citizens
- Sentinel
- ActionAnnouncer
- Jail plugin
- Worldguard
- (I can send you the list of plugins)

If you wanna use more support plugins we can install it.

Police Roles
We wanna have 3 groups of NPCcops with the following guns:
- Officer (handgun) (own skin)
- Sniper (snipergun) (own skin)
- SWAT (AK47) (own skin)
(i dont know if the guns can work in a NPC/player fight, otherwise we can use bow/sword)

Wanted Level Rules
Wanted Level Action / Cause Law Enforced
✪ Hit a Player / NPC No police will spawn. This is a warning.
✪✪ Kill a Player / Be seen stealing. 1-2 Officers will spawn to stop you.
✪✪✪ Hit / Kill an officer Several Officers will spawn to stop you.
✪✪✪✪ Continue to break the law. Snipers will spawn and help the Officers.
✪✪✪✪✪ Continue to break the law. SWAT will spawn to stop you.
This has to be adjusted in the plugin config!

We also need some commands:
/WantedLevels Add [Player] [Levels] - Add wanted levels to a player
/WantedLevels Remove [Player] [Levels] - Remove wanted levels from a player
/WantedLevels Reset [Player] - Reset a players wanted level
(Also for Quests)
