Guard Addons (OPPrison Plugin)

I am looking for a person who can code me a specific type of plugin for my OP Prison server.

How the plugin would work:

The plugin would hook into Citizens and Sentinel. It would be used for the purpose of making Guards more realistic and kind of Skyrim like. Sentinel makes the Guard more realistic already and makes it when you attack it, it attacks back or if you attack other players. Which is pretty cool actually but for this plugin I want it to work with these plugins and add a new feature to it.
This is how it would work: If a player attacks another player or if a player attacks a guard the guard will stop the player and a chat will pop up in the players chat. It will say this in chat:
You have been broken the law and you must now pay!
Bribe him (50,000)
Jail time (10 minutes and would use essentials jail command so it doesnt need to be added)

If they bribe the guard, the guard will simply forget what happen and simply go back on its defined route.
If they pick the jail time, they will go into jail.
I want the "Bribe him and Jail time" to have a hover event and click event so its more user friendly.

Now that I explained the plugin, I want some other things.

• A configuration file so I can edit it.
• The name of the plugin will be TheLaw.
  
  Its not many things but its important to me.
  
  Thats about it, I am willing to pay this much for the plugin: 10-18 dollars and I am willing to go up a bit more than 18 but not much. If thats not enough, I am willing to work it out with you.
