HCTeams SRC How to make it a Plugin

Hello as you all know there are some HCTeams SRC on github by CodeMyAss
https://github.com/CodeMyAss/HCTeams
So i just want to test them out. if you download it there are the src. I just need a plugin.yml and a config.yml etc to make it full plugin. is there someone that can help me?
note: I won't use that hcf core just want to test it out because I'm buying 1 from Notifyz

Well, I just compiled the source code. If FrozenOrb wants this removed, I'll do it ASAP.

I believe you need there Spigot which no one has.
