Hypixel Nick Plugin

Hey there. I need the same kind of plugin that hypixel has for there YT ranks. Do /nick and a book gui opens and you can change your IGM and skin without dying or relogging. It's legit just like hypixel's. It also needs permission nodes and a fully customizable config for changing ranks, etc. For example my server has 3 ranks, 1 2 and 3. I want the ranks to be a choice also. So you can choose default rank, 1 2 or 3. My budget is around $20USD. THANKS

1.8-1.12.2 is what i need.
