As long as you're a legitimate seller, you could link them to your sales thread (providing you have one), yes.

Link them your shop and then they wont have a problem because they will see you are legitimate.

But if for example he doesn't pay taxes?

He doesn't owe anything to anyone etc;, he doesn't need to pay taxes
This is sarcasm right? xD
He doesn't need to pay taxes if he earns >10K per year.
In what country? In the US you have to pay taxes regardless of how much you make from a service if it is over 1k/yr. The IRS just usually has bigger fish to fry. That's not to say that they won't go after, you it's just unlikely. You don't usually have to file for taxes if you make under 1k/yr however with as many tax laws that there are it would be safe to file them just in case.

Well you violated their policy. You will have to tell them the truth because they probably already know it and hope that they let it slide.

I'm in Holland, in the EU it's >10kyr. In the US you do not have to pay taxes 'regardless', as paypal doesn't issue a 1099. I know people who make well over 20k and they don't have to pay taxes, but that is because they don't make more than 200 transactions. But you do still pay tax on your profits.

usally these paypal limitations go away after 3-5 days
Um... No they don't.
Limitations will stay in place until you do what PayPal ask you to do and PayPal removes the limitations.
All limitation reports are dealt with by a human, they don't just "go away".
