Make sure if you're going fully custom that you find a developer who actually knows their shit and isn't just someone that knows enough of a language to make something work. You'll most likely be handling payments and sensitive customer data (that includes their server files, passwords, etc.) and you don't want to cheap on with someone who does just enough to get it done.
Something truly custom like this will likely take hundreds of hours to actually complete using modern tooling and practices, and not just code written by someone with StackOverflow copy/paste experience and some basic web applications under their belt.
I think you'd be better off doing what stanjg recommended, even if that means just using something else as a base starting point, ripping out things you know you don't need, and then hiring a developer to start building on top of that base. Let others do some of the heavy lifting if this is something that you need in a hurry. Or go fully custom, thats also fun and a unique selling point for services. But please, be careful who you pick and ensure that what they're doing is up to standards. Consider getting a security audit at the end.
