Inventory Item Menu

Plugin needed. Requirements below.

Java 1.8 , spigot 1.11.2
On join a config defined item(s) will be placed in a defined inventory slot out of the 9 available at the screen bottom.
These defined items will be non droppable, not movable, not removable. They must be fixed at all times.
The plugin must be world definable, meaning I can disable it all for a defined world.
When clicking a defined item a command will execute that is config set.
Commands can be set to console or player executions.
When right or left clicking or click and hold, only 1 command executions will be allowed till the next mouse action.
Must function facing ground or air.
Each item will have a lore that can use colors and can have multiple lines.
