Is it a good thing to have a 1.5k Budget ?
would it be better to only open a factions server a single server or just go with it and do a network ? such as skyblock / factions i need your opinions and comments on this its a big budget and lots I'm using toward my server and I'm unsure if I should really use it all and just make a single server or just make a big network?

You overall had good advice, but imo that’s wrong. You should be making your money back within 1-2 months max. If not, you’re doing something wrong and shouldn’t waste more money.

Half the people responding have no idea what they are talking about, $500 isn't going to get you years of hosting, hell, maybe a couple months with OVH. Your first project is almost guaranteed to fail, do something smaller with less money and save the rest. Make yourself an expert in the field and THEN go all in.
