Looking for a host - decent budget

Today im here on minecraft market searching for a host, my current host has been having terrible up time and i cannot stand the service anymore. I have looked through some of the hosts that are offering but nothing was appealing. Here is what im looking for.

7-16 gigs of ram
99.9% uptime
Good ddos protection
Multicraft panel
Fast connection
Ssd storage
Minecraft 1.8 paper spigot jar
Ftp access
24/7 support

I currently have a budget of $25-50 (increasing when server releases)

Currently my server has a constant 10-20 players on at a time during the day

Expected 30-40 players on release
