Hi this is all doable, my followup questions are:
1. Do you need a system for creating the packages?
2. Do you need any payment gateways integrated? You mentioned that after an order has been placed it would direct the user to a page where he and an administrator can talk, does this mean that the payment is manual? Or are you planning to have a payment integration after this stage? If so, what payment methods?
3. This "chat" between an client and admin, is this like some type of livechat like https://www.intercom.com/, or something like this conversation we have here on mc-market?
4. what do you mean by "- Submit order requirements after order is placed"?
My base price for large sites (Like this one) is at $800, depending on the answers above it may go up.

I will say it seems fairly ambitious to expect it done in a week, would probably take longer to have it fully tested out, unless someone already has a system that would just need tweaking.

- What processes are in place for the countdown, or is it just a dumb x number of days.
- What security policy would you want on the login? Any requirement for MFA?
- What statuses would an order be in? (New, Pending, In Progress, Complete)?
- Do you have a rough idea for a sitemap?
- Will there be any other content, does this need a management system?

No system for creating the packages, all should be done manual.
Stripe and Paypal for the payment methods and conversations should be the same as on here.
After the payment goes through the buyer will be forced to enter their requirements, after that the delivery countdown should begin.

What requirements would these be and how would you want these inputting (id assume complete a form?)
What is your product your aiming to sell? It would be helpful so we can get an idea of what it is you need to achieve.

Should be a countdown timer that counts down to the deadline in live time.
Visitors and clients should have a stable and safe connection to the site, I am not a expert when it comes to account security regulations.
When a new order is placed without given requirements it should be automatically marked as New, when the requirements are submitted it should be automatically marked as In progress. When the order is finished our Administrative Team will manually mark it as Completed and the client should be able to leave feedback on their experience.

Are we able to use Laravel? And do we have to make the frontend as well? If we can use laravel but don't have to make the frontend, I can quote you $500.
