Lower the amount of points given for backing out, 50 is really excessive, yes they wasted time but 10 gives a suspension and 50 gets them banned, maybe the person has a legitimate reason for backing out?

it gets them banned automatically, Toolken being an example of this.which is how long of a suspension

We definitely don't want to let people off for bidding to boost the current offer, but I think that 10 is more than reasonable.

That's far better, especially for people who have won bids by default. e.g. (Say I was outbid, so bided on something else.
