Make a rule against accusing without proof

I'm making this suggestion because of something that happened to me, I'll describe briefly.

A user (not naming), accused me of ban evading and scamming him without any proof whatsoever in a PM, and is likely spreading this information.

Another thing I should note. If the user who I'm directing this at happens to read this (He knows who he is), you should think before you type before you regret it.

I think this should be disallowed, if a separate rule isn't made it should at least be classified as harassment/defamation.

The user was not punished at all to my knowledge for doing this.

Here are a few quotes that the user said, so you can understand why this should be disallowed:

Me:

I have invited staff members, I do not appreciate being falsely accused of something without ANY proof whatsoever.

Staff proceeded to take no action. I don't want to say I'm disappointed in them, but this was clear harassment by the looks of it.

It's especially annoying when users go to the length of trashing your threads (this user hasn't gone that far), but I've seen it happen before without any proof whatsoever.

the gray area here is people warning about others while still collecting proof. determining at what point that becomes against the rules is the major challenge here I think

never said this guy was at all right. I was mostly talking about cases where you see someone selling something that you've seen before (say, a build thats for download on PMC) but you don't have proof yet.
This guy was just speculating randomly, and making a total fool of himself.

I was not accusing you at all. Sorry if it came off that way. Yeah, that's really understandable in the PMC case, but it's completely different when we're looking at this situation.
