True, but nobody's perfect. This is the first time I've seen a ban for resource RATing, so it seems to be uncommon.

I'm going to give the benefit of the doubt that he upload a clean version first and an update added the RAT, similar to how Spigot staff gives up checking plugins after they're first uploaded and approved.

Could be that too. I don't exactly know how resources work, never submitted one myself and haven't been around long enough to know people who often do.
