I could help with this but you won't get it for that much if you want the website and everything. Those can take forever to setup. Plus most people aren't an all in one so they order say the artwork or builds from other people. I could do everything but the forums and artwork. Artwork done well costs around what you want for everything. For example, the artwork bought for my server was $75.
