Minigames dev needed

hey
i would like to create an automatic rotating arcade minigame. but i can't find any plugin which connects all the games together and play them automaticly.(player wait in a lobby where they can vote on whats the next minigame and after the voting the game will start and so on ...) now my question is can someone make this for me ? (this will be a paid job).

Would the games need to be made? (Or would it just send them to games already made?)
Would this be bungeecord or multi world?
What would be your budget?

You are gonna get asked these questions anyways and some people might just skip over this thread since you really didn't give that much information.
