If you are not going for a custom made server, your best options are these above. For chat control, I would say to get a custom staff plugin made with chat control in it.
EssentialsX is your best option, as it has kit creator ingame etc. It would be much easier for you than Essentials itself.
As for Factions Core and a good anti-cheat. I would never buy a non-exclusive core as they are usually buggy and people are lazy. Get a custom one made, it's your best bet.
Finally, you can not get a good cheap anti-cheat. If so they are more than likely a piece of cr*p. Again you would really have to get a custom one made (Very expensive)
