What I mean to say is, some people think they need more RAM than they really do. 12-16GB of RAM is *a lot*. I mean, you might be using some budget provider that sells 12GB RAM for a few pennies, and you still get poor performance so you think you need more. In all honesty, the cheaper you get, the worse you get in quality. Poor hardware as a whole, huge amounts of overselling, that's what causes the problems, not a deficiency in high quality RAM.

4GB should be plenty for this. You can always upgrade/downgrade if you need.

If your playerbase is starting from 0, get a small plan... Then upgrade.
2-4 GB can hold 30+ players... not 12 or 16

Your playerbase is initially going to be zero, the load is going to be your plugins, right? I'd personally recommend 3GB to start with, 3.5GB perhaps and see how it goes. If you need more, order more and upgrade (instantly with us). You don't need anywhere near the initial quote you gave in my opinion mate.
