Need a custom warp plugin

I am in need of a custom spigot plugin for 1.15. I need it to allow setting warps that can be linked to signs and buttons and be able to set custom cool down times (day,hour,minute and second) PER WARP. I can't find any plugin that allows customizing cool down times per warp, that also work for warps on signs/buttons.
