Need an OP Factions server setup finished (Budget: Flexible)

So I have most of it done but there are a few things left including setting up:

-Kits
-Custom Enchantments
-GUIShop
-Ranks (Groupmanager)
-Rank Colors/Suffixes/Prefixes/Basic Perms (We can handle most perms)
-Votifier
-GAListener
-Some stuff needs to be REMOVED
-Auto Broadcast (Dont have a plugin picked out, open for suggestions)
-Lottery (Again open for suggestions)
-Auction in chat (Again open for suggestions)
-Leave game in the middle of combat and drop items(Again open for suggestions)

NOTE: This server is 1.8/1.9/1.10/1.11 compatible but all plugins are 1.8

I have plenty if money to cover this and I need this done BEFORE 1/5/17
