Need developer to make a small plugin for me

Hello, I am looking for a developer to make a small plugin for me.
I believe this plugin is worth about $10, so I will pay $10 for it.
What does the plugin do?
The plugin needs to detect a liquid (definable in confit) in an area that is definable through worldedit
Once the liquid is detected the plugin can execute one or more commands that are definable in config.
Example:
A player selects a 10x10 area with their worldedit wand
Lava flows into the defined 10x10 area
The lava is detected by the plugin and the plugin executes the commands /game end and /broadcast Red team wins!
Note:
If your plugin loops all the blocks in the defined region, please have it loop them once per 2 seconds or a loop speed definable in config.

Would be best to use BlockFromToEvent, it's way more efficient than looping through all blocks.
