Need help with pvp glitch

I have my server completely setup and ready to launch to the public. I have a few more things to get done but its basically ready. The main issue is you cant pvp anyone anywhere in the world which is obviously a big issue. I already checked to see if pvp was enabled in the server settings which it is. I'm not really to sure what the issue could be. Any help would be appreciated.

It could be whatever protection/claiming plugin you have (WorldGuard, Factions, etc.) or some world plugin (Multiverse, etc).

Try the following:

./rg flag __global__ pvp allow
