Need help with some plugins

Hey guys! I recently started a Minecraft server yesterday, today I got it up and running and had it set up for me with plugins. Only issue is with citizens there’s no NPCs showing on server so you can’t click on anything, I can’t edit TAB, I can’t assign the role owner to myself or change the ranks that are on there currently. I’m brand new to hosting a server and I just need help finishing it up to have it ready for the weekend. Any help is appreciated.
