Non-mc related. PDF editor, presets/lists to chosen alterations

So currently I was only able to find one program that Sort of, kind of did what I am looking for. Adobe DC PDF reader or whatever it was, which is piled on with additional features I do not need nor want, It was terribly slow, contained bloat ware, and requested that I either pay $25/m or $15/m on an annual contract to use their service. The tool is called detect I believe, which allowed you to manually type in words, which you had to add in each word one by one, to a list and then could alter the words that way. It was super slow, and the interface is very cluncky and hard to navigate.

What I am looking for is a simple interface, which allows me to create and save presets (lists of words that all get piled into one preset. Lists would be words separated by commas.
List name "important Information"
List "Joe Philips, 1996, [email protected], 2983089503404"
Convert list "Important to "blackout"

List name "Red"
List "Spader, Sarah, leo, Valhtz, Bob"
Convert list "Red" to "Highlight red"

I would like the following convert features available
Blackout - basically covers the word in a black box/black highlight
Highlight - choose what color to highlight words
Underline -
Bold -
Italic -
Convert Word - inset word you wish the preset list to be changed to

I want to be able to save presets, and then be able to add/delete words from the preset, so that saved presets can be used on any pdf you wish. I have a really crude image I just made lol.

This could either be a standalone app or plug into an existing lightweight and fast/efficient app.

and how much are u paying?
I really dont know how long something like this would take to make, how tome consuming it would be, looking for a quote. Thinking perhaps up to 300? maybe more? depending on how efficient it is made, and if it is designed to flow into an existing program or if it is standalone.

The project has been deemed unposable due to the nature of pdf file formatting :(
