NPC's who do the job of Enchanting Tables, Anvils, etc.

I'm not sure if there are plugins out there that do this but I basically want to get rid of enchanting tables and anvils from my servers and force players to go to these specific NPCs to basically get the same usage of an enchanting table, anvil, etc. I want to make blacksmith NPC's, Enchanter NPC's, etc. Also maybe some NPCs who will run specific commands like a Banker NPC who withdraw money and deposit money.
