Well as I said my server is factions, I haven't really taken into consideration any of the custom plugins, I really just need a developer to config and code if necessary. 10$+ a week depending on amount of work done and plugins coded if they know how to code.

You're probably better off paying the developer per plugin. $10 per week is not enough for any reputable developer to develop plugins for you. $10 per hour of coding is more logical, but even that is a stretch from the average $15 per hour. I can do some plugins if you want (just pay per plugin).
