I have a dedi and my average players on is about 5 right now (I know an overkill, perhaps a waste of money right now.) but if I do downgrade I'll downgrade to a VPS. The control you have over the machine is a big plus imo. For 60 average players I wouldn't think twice about having my own machine.

But setting up dedicated servers etc can be a problem if you don't know to how to and if there appear to be some problems with the machine i have no idea how to fix them.

I am inexperienced on it as well, and I had someone set it up for me for $8. I did some tweaking myself using google and copy paste, it's fairly easy if you just follow the step by step instructions. Feel free to PM me so I can recommend some people to help you out.
I totally think you should do Server.pro, plugins are super easy to setup. There is NO server lag what so ever unless you blow up a lot of TNT. I'll pm you something.
First things first, everyone is giving suggestions for as i see it for now an "unknown" issue.
I would suggest you to first find the issue and then look for a solution. But i guess that is no rocket science,

You should look at these for a starter.
And the ram that some are talking about, its almost irrelevant, don't worry about it CPU does the magic.
Check how much CPU juice your getting from ur host and if you can how many other servers are on the same machine. This is the most important.
VPS, NOT recommended, unless if you wanna turn your server in to a hub server. But then again if you can get a dedi that would be in huge advantage for you. And just to know it's not only 50$ for the dedi, you have to install all of ur stuff, mysql, multicraft or whatever you use and ofc pay for the license for it.
But before you turn to dedi or something else you should check these 2 up there first. 70 ppl on a shared server with i7 6700 should not be any issue (ofc it depends on a lot of things but still)
Also do some more editing on to your paper and spigot .yml's There should be some things that you can tweak a bit more to lower the usage.

DO NOT USE YAML DO NOT USE YAML FOR SKRIPT. If you are capable, start using list variables because whenever you read/write data into a yaml file using Skript, it parses the whole yaml file every time a read or write event gets called when it's supposed to only parse the data you want. That's the reason it's lagging. https://forums.skunity.com/threads/dont-use-yaml.3850/ to support my argument.
Get the following: ClearLag plugin. For about 60 players Im guessing you have 50-100 plugins so get maybe 3-5 GB for your server. Higher memory = better.
