I had this problem, tried to pin the account on my parents credentials and provided paypal with my parents identification (with permission),

Paypal denied the proof i provided and my account was terminated with over 600$ available, i was able to withdraw the money after 8 months or so.

Yeah, their standard is 180 days. It's not 8 months, more like 6, but after the 180 days are up you need to be REALLY on top of it or it'll take several more months. I spent a week calling paypal daily before it happened.

All in all, your main problem is that right now you're not 18 yet. My account having been made when I was not 18 was only discovered when I was 20, so I could make a new account straightaway (though I still had to wait for the money)
