PHP or Node.js URL Shortener

I am looking for a programmer that codes in Node.js or PHP and can create a URL shortening program using it, which will be very basic and store its URLs in a SQLite database.

The program should have:
- Web interface (index) and page to create URLS.
- Small about us page.
- Small public API to create URLS with somewhere a small written guide to use it.
- (hopefully) material or modern simple design
- (hopefully) simple/admin control panel for site statistics, usage, urls and way to delete a url
- Handle 404 errors

Will be running on nginx.

Budget: $100+

Take care basic doesn't mean it will not be a complex, secure program. Please allow to restrict shortening to arrray of hostnames specified in external JSON file.
