Portal Design

I am in need of a portal designer. I would like to get this completed ASAP (today if possible) this is a paid job.

I already have the graphics, I already have the design I want, I have the php code that I want to use with it. I just need a css designer to put it in the format I need so that any browser can view this.

This should be a pretty straight forward simple project that you can quickly do and get paid while going it. PM with your skype name.
