Practice Plugin

So I am currently looking for a good Practice plugin that is of good quality, the features I am looking for in this plugin are:

Ranked and Unranked Matches
Scoreboard:
Online players
Elo for each Gamemode
Gamemodes: (Able to create my own when want to aswell)
No Debuff
Debuff
Gapple
Soup
BuildUHC
and Combo Fly
Easy to make arenas
As much as possible configurable
Parties
Party duels
/duel
Party System 2v2, 3v3, party vs party,Party Battle,Party Free for all
/spectate or /spec and able to check players inventories when in /spec mode
When 1v1 is over you can check players inventories
Kit editor
/stats (Shows how many games won and lost)
/elo (checks elo)
/elo reset (able to make it so that you can give donors a certain amount of times to use
Not to be TrainingPvP, DynamicCombat or SharpPractice

My budget is no more than around 30USD atm (Might be able to get more if needed)
