You're not going to get any half-way decent binaries with support for $30.
Probably the only decent practice plugin with support is Frost ($75).

Unless you want to compile it yourself, you can just clone and package joelioli's Praxi (granted you know how to the fix issues, its a pretty decent base).

if you want a free one use Yocore else Aquacore hestiacore and others are all good options. I am relatively sure you can get cracked versions of those plugins but DON'T whatever you do often cracks have rats/malware and they don't get updates often leading to eventually an RCE getting discovered.
It can also get you banned from mcm which is not poggers
