So, I see your point if it's the exact same reputation, there could be a way to prevent the exact same reputation from being added if it was removed.
Here's a question though, what happens if they change the wording just a little, it could still be invalid but it's no longer the exact same reputation so there would be nothing to catch that it's the same reputation.
Now, your argument could be we should just block the user from ever adding a reputation back on that user regardless but that's not really right as in the future they might have a valid reputation with proof they can provide but now they won't be allowed to negative rep the user even if it is completely valid.
Now, the easiest way really is to report it again and provide proof (if you can) that it was removed in the past. Now, it's taking a while to do reports now due to the backlog but we are working on reducing that.
I'm sure you could say for the same user to neg rep that user again it needs to go through moderation but that in the end may just create more backlog which isn't really ideal for anyone.
The only thing I currently see as a possible(ish) solution is a cooldown so that if their rep was removed they have to wait an x amount of time before adding another rep on that user. Of course, this won't stop someone who is really adamant to break the rules again but it may turn away others.

As a punishment for giving somebody false rep I think it's only fair they shouldn't be allowed to leave a rep on that user's profile again, regardless of proof and/or validity.
I guess that can be the most argued thing in my reply. Here's the thing, reputations are still opinion based so let's say someone did have a false rep in the past and that rep could've broken any one of the rules but there may still be something valid to say about that user. The way the forum is set-up is that the best place to give your opinion on someone is through reputation as profile posts can be deleted and replies to threads can be seen as trashing (Which later causes more negative reps).
If in the future they have a completely valid rep, it should be allowed to be given as otherwise, we are essentially saying you can't give your opinion on this user at all. If it's another false rep then it's just warning points and if they keep breaking the reputation they'll just keep getting points.
Report them but I'd recommend trying to work it out with the user first. Reps are generally given on some basis so message them and figure out what basis it was given on.

In regards to that, reports are dealt with much faster then scam reports, and it'd be considered a thread "slander or otherwise trash another member, person, or thread." which would be removed.
I like the idea, but just that one flaw.
why would that be considered slandering though, if it is true then it isn't slandering.
"otherwise trash another member" not necessarily slander- it's trashing. Hence why "EXPOSED!!" threads are not allowed.

Moderators removing threads? Hah. Report it and it'll be removed. Most users won't report it, but if a user is say exit scamming, all they have to do is report the thread you posted regarding them scamming and it'll be removed because it's purpose is to trash another user- which the rules prohibit. Moderators themselves won't remove a thread unless it's reported lol
