Denied, thanks for the suggestion.So, I see your point if it's the exact same reputation, there could be a way to prevent the exact same reputation from being added if it was removed.
Here's a question though, what happens if they change the wording just a little, it could still be invalid but it's no longer the exact same reputation so there would be nothing to catch that it's the same reputation.
Now, your argument could be we should just block the user from ever adding a reputation back on that user regardless but that's not really right as in the future they might have a valid reputation with proof they can provide but now they won't be allowed to negative rep the user even if it is completely valid.
Now, the easiest way really is to report it again and provide proof (if you can) that it was removed in the past. Now, it's taking a while to do reports now due to the backlog but we are working on reducing that.
I'm sure you could say for the same user to neg rep that user again it needs to go through moderation but that in the end may just create more backlog which isn't really ideal for anyone.
The only thing I currently see as a possible(ish) solution is a cooldown so that if their rep was removed they have to wait an x amount of time before adding another rep on that user. Of course, this won't stop someone who is really adamant to break the rules again but it may turn away others.
Now, with that being said, you may have an actual solution in mind which could be more effective than reporting it, if that's the case you should state it rather than saying
