[Request] Utility Mod Development

Not sure if this is the place to ask, but I'm looking for someone who is able to develop a utility mod that contains the following features:

Utility mod basics, and ViaFabric implementation, allowing the mod to be able to connect to several clients.
Must be Fabric-based for 1.12.2, and before you ask, no, this is not for 2b2t.
Must support Baritone.
Must be able to support the following feature; the mod will create a folder within the users Minecraft directory, where users can upload their own .jar files, which can be enabled and disabled through our mods GUI. I'm skeptical if this is possible due to how .jar files work, but it's worth asking about.
Must support the basic 'utility' mods; PacketFly, Speed, KillAura, CrystalAura, Xray, ElytraFly, AntiAFK, ESP, AutoTrap, Criticals, TotemAutoEquip, Portal Modding, Scaffold, NoSlow, Velocity, NoFall, PingSpoof, AntiHunger, Freecam, ESP, Fullbright, NewChunks, PlayerInfo.
Alt-Login, supporting Microsoft Accounts.
Must support Discord whitelisting.
Must support Discord Presence.
Must support semi-customization, allowing the users of this GUI to set keybinds, change the GUI size, and GUI placement.
Must somehow implement Footsiefat's Minecraft Server Scanner on Github.
