If the information is relevant to yours, you are completely capable of inserting it into your description along with any other relevant information, such as dependencies, version restrictions for those dependencies, offlinemode support, paperspigot support, sponge/bukkit support, etc.
I really see no reason to enforce this specific set of information over any other set of information when personal responsibility should be taking care of it, just as it takes care of every other aspect of one's own resource.
Seems more like an attempt to be more like spigot than anything else.
Only when Spigot does it, they are implying that the support is for those versions of SPIGOT, not for Bukkit/Sponge/PaperSpigot/etc.
However, by no means do we impose or imply that Spigot should be the server software used, so we cannot be so vague.
